How do you extract a wedge anchor bolt that is too shallow due to concrete debris?
Assuming that there was improper debris at the base of the hole drilled to accept the anchor bolt. Wedge anchor bolts are designed to expand when the bolt is turned, resulting in the wedges pushing against the sides of the hole drilled in the concrete to accept the bolt. The wedging action of the mechanism is reduced by extracting the bolt carefully so as not to strip the threads.
